What is human rights?

The inspiring quality of human rights comes from their promise: to protect human beings from arbitrary and tyrannical power. Human rights can also be disappointing because the reality of rights falls so far from this ideal. In fact, the more one engages with human rights, the more it becomes clear that commitments made to human rights by governments are frequently empty rhetoric. It is always easier to accuse one’s opponents of human rights abuses than it is to put one’s own house in order. The international agencies dedicated to human rights offer some source of hope – but they can also appear bureaucratic and powerless against those governments that have the political will to flout them. Given the secrecy of a great deal of human rights enforcement mechanisms, it is also difficult to assess their effectiveness.
